Report of the conference" When the earth shook: the earthquake of November 23, 1980 "

20,010 Monday afternoon November 22 at the Conference Hall of the Mountain Community dell’Alta Irpinia a Calitri, si è tenuto il Convegno dal titolo: “Quando la terra tremò: il terremoto del 23 novembre 1980” . L’iniziativa è stata organizzata dalle Sezioni regionali di Puglia, Basilicata e Campania della SIGEA e dalla Comunità Montana dell’Alta Irpinia ed è stato patrocinato dalla Regione Puglia, Campania e Basilicata, dalla Provincia di Avellino, dal Comune di Calitri e dai tre Ordine Regionali dei Geologi di Puglia, Campania e Basilicata.

Ha aperto i lavori il prof. Schiattarella dell’Università degli Studi della Basilicata con un’ampia presentazione dal titolo: “Assetto morfostrutturale e neotettonica delle aree dei terremoti dell’Irpinia (1980) e del Monte Vulture (1930)” . Partendo dal background delle conoscenze geologiche precedenti al sisma del 1980, il prof. Schiattarella ha messo in evidenza la stretta correlazione che esiste fra evoluzione morfologica del territorio e dinamica delle strutture tettoniche mettendo in luce i marker morfotettonici quali fondamentali indicatori dei processi geodinamici in atto. Nel corso della presentazione sono state poi illustrate nel dettaglio le strutture sismogenetiche responsible for the earthquake of 11.23.1980 and 07.23.1930 through an interesting series of faults that have been reconstructed kinematics.

Sul tema della gestione dell’emergenza si è soffermato il dott. Castenetto del Dipartimento della Protezione Civile Nazionale con l’intervento: “Il terremoto del 1980: punto di svolta scientifico e normativo” . La presentazione è stata toccante per le rievocazioni who brought through the headlines and photos of the time of the incident. La relazione ha suscitato particolare interesse, oltre che per i concreti casi di studio riportati, anche per i notevoli spunti di carattere applicativo cui orientare le verifiche di back-analisys. Di non secondaria importanza sono state poi le riflessioni circa lo sfasamento cronologico fra terremoti e frane indotte che hanno fondamentale importanza proprio nelle primissime fasi di gestione delle emergenze di Protezione Civile.
Ha concluso gli interventi in programma la relazione dell’ ing. Savanella del Ministero delle Infrastrutture - Ufficio Tecnico per le Dighe di Napoli: “Il controllo delle grandi dighe in Italy. Procedures laid down by earthquakes. " . In addition to defining the legal framework concerning the fleet of large dams in Italy were made to perform the procedures in the event of an earthquake in relation to the magnitude and epicentral distance. An interesting case study on the management following a seismic event was to dam Campotosto in Abruzzo, where in addition to routine checks were also installed two sets cha accelerometer which can measure both the PGA crown is on subsoil of the dam. The intervention was concluded with an overview about the seismic safety of large dams in Italy.
During the conference, thanks to prof. Schiattarella, was distributed to participants recent copy of the "Geological Map of the eastern sector of the Basin Ofanto " which was then formally handed over to Mr. President. Di Milia which took over the Community's willingness to host Montana Alta Irpinia and other such initiatives to produce the conference proceedings.
At the end of the presentations was followed by extensive discussion during the Roundtable moderated by Joachim Lena (vice-chairman of the SiGe) which was attended by John Heeley (President of the Geologists of Puglia), Raffaele Carbone (Director of the Order of Geologists of Basilicata), Carmine Di Cicco (Board Order of Geologists of Campania), Antonio Placido (Mayor of Rionero in Vulture). The meeting was closed by Dr. Di Milia, president of the Comunità Montana Alta Irpinia.
The commissioner of the Puglia Region Professor Angela Barbanente to unexpected institutional commitments could not attend the conference which, however, did not miss his contribution to testimony of the closeness to the issues addressed : "For institutional commitments have appeared I can not participate in the initiative in question. I would like to point out that I regret very much not only to the authority of the organizers and the high quality of the contributions due but especially for the highly symbolic initiative. The conference was achieved without contributions, except for printing of invitations and posters, and speakers participated free of charge without any expenses. The conference was attended by about a hundred people, including geologists, engineers, architects, engineers and local public administrators from Campania, Basilicata and Puglia. This has been a source of pride among the organizers because it was caught by the spirit of the participants carried out directly in the maximum distribution of the seismic event.
